PIL Roles

  • The Physician Implementation Liaison (PIL) position is a leadership roles that will be filled by an emergency medicine physician.

  • The PILs will be a physician who is a dedicated champions of harm reduction, has experience working with patients who live with opioid use disorder, and is familiar with initiating buprenorphine/naloxone (Suboxone®) in emergency department (ED) settings.

  • There will be one Physician Implementation Liaison (PIL) assigned to support each zone: Calgary, Central, Edmonton, North and South. However, while the PIL responsible for each zone may not necessarily reside and work in that zone, they will work closely with emergency clinicians in that zone.

  • The PIL will be an expert in the clinical details of the project’s Suboxone® clinical protocols, education resources, and have comprehensive knowledge of buprenorphine/naloxone and the ED management of patients with opioid use disorder.

  • The PIL will work closely with the project team and senior project manager to deliver the project roll-out as per the project management schedule. The PIL will also liaise with Zone ED operational leadership.

  • In the search and selection process for these positions, preference will be given to any physicians who apply who have already been engaged with and have contributed to this project.

PIL Deliverables

  • The main deliverable for the PIL will be to provide clinical education sessions about the program and medical protocols for Suboxone® at each implementing ED site in her/his assigned zone. One of these sessions will be to a local physician audience and one will be to a local audience of nursing and other clinical staff. Each session will be one hour in length and include time for questions and answers. These sessions could be in person or delivered via Skype or Telehealth.
  • The PIL will be available by email to assist physicians at implementing sites with medical questions related to the Suboxone® Initiation in EDs program implementation. This is not intended as real-time direct support with care for individual patients, but rather general knowledge support for the sites during program implementation and roll-out.
  • Once per quarter, the PILs will all attend a teleconference meeting with each other and the Emergency Strategic Clinical Network™ project team to discuss lessons learned, success stories, and plan future steps.
  • At times, upon request, the PIL may be asked to present from a medical perspective at zone leadership or provincial meetings.
  • In addition to the duties described above, the PIL will also support with change management (awareness), and with addressing stigma that may exist towards patients who live with OUD.
  • The PIL will be required to have Skype for Business on her/his computer to deliver presentations remotely as needed.
  • Every quarter (3 months), each PIL will be required to submit a brief report of their activities.

Full time Emergency Physician (preferred candidates would have certification with FRCPC, CCFP-EM or equivalent) or rural Family MD with significant aspect of current practice proving emergency care.

Expertise/experience in Addictions Medicine would be preferred.

The PILs will be contracted through Medical Affairs provincially for a one-year period from 15 October, 2018 to 14 October, 2019.

Timing of the deliverables listed above will be highly variable, but an average of commitment of two hours per week for the year will be expected.

While the compensation will not be hourly for these positions, an estimate of two hours per week at a rate of $125 per hour will be used, resulting in total compensation of $13,000 (1,083 per month) for each PIL for the contract term of one year with a 90 day termination clause.
